Note that the accompanying introduction provided by Andrey Shirokov presents the interaction formulae and harmonic oscillator wavefunctions with his phase convention, which is the phase convention in the cited publications.  However, as noted in descriptive material at the end of the file of matrix elements, the values in the file follow James Vary's phase convention with radial oscillator wavefunctions having positive slope at the origin.
